The MP with the longest tenure presides over the first session of the House of Representatives before the election of its Speaker

The 20th House of Representatives holds its first session of its third ordinary session on Monday, following His Majesty King Abdullah II's opening of the Parliament’s proceedings with the Speech from the Throne. The MP with the longest tenure chairs the session until the Speaker of the House and the members of the Permanent Bureau are elected.

Paragraph (a) of Article 3 of the House of Representatives' Internal Rules of Procedure stipulates that the MP with the longest tenure shall preside over the first session. If more than one MP has equal seniority, the chair shall be held by the MP with the highest number of parliamentary terms. If the tie persists, the oldest MP shall preside.

The session chair is assisted by the two youngest members present. If either of them cannot perform their duties, they may be replaced by the next youngest member. The duties of the session chair and their assistants conclude immediately upon the election of the Speaker of the House.

Pursuant to paragraph (b) of Article 3, the MP who chairs the inaugural session in accordance with these provisions is prohibited from running for the position of Speaker of the House of Representatives during the same session.

Thus, the seniority of parliamentary membership is the primary criterion for determining the session chair, not age, which is only relied upon when there is a persistent tie in both seniority and the number of terms.

Procedures for the First Session

The House of Representatives' proceedings begin with the recitation of verses from the Holy Quran, in accordance with Article 2 of the Internal Rules of Procedure, before commencing the session’s scheduled organizational procedures.

During the first session of the second ordinary session on October 26, 2025, the House’s agenda included the reading of Royal Decrees regarding the prorogation of the previous session, the postponement of the new session, and the summons for it, in addition to the reading of leaves of absence and apologies.

The agenda also included the election of the Permanent Bureau, starting with the Speaker of the House, followed by the First Deputy, the Second Deputy, and the Assistants to the Speaker on a single list, as well as the election of the Committee to respond to the Speech from the Throne and the permanent parliamentary committees.

Article 5 of the Internal Rules of Procedure states that no discussion may be held or any decision issued by the House before the election of its Speaker.

After the Speaker is elected and the result is announced, the elected Speaker takes the chair to proceed with the elections of the remaining members of the Permanent Bureau.

MP Majhem Al-Sqour chaired the first session of the House of Representatives in its second ordinary session on October 26, 2025, as he was the MP with the longest tenure among those present, before MP Mazen Al-Qadi was elected Speaker of the House by acclamation.

Election of the Speaker in Every Session

Article 69 of the Jordanian Constitution stipulates that the House of Representatives shall elect its Speaker at the beginning of each ordinary session for a duration of one solar year, and they may be re-elected.

This means that the election of the Speaker of the House is renewed at the beginning of every ordinary session, and the speakership does not continue automatically from one session to another without completing the constitutional procedures.

The first session of the third session comes after an understanding reached by four parliamentary blocs regarding the distribution of Permanent Bureau positions, which allocates the Speakership to the Mithaq bloc, the First Deputy to the Mubadara bloc, the Second Deputy to the Azm bloc, and the two Assistant positions to the Center and Reform party blocs.

The blocs confirmed that the political understanding will be completed through the elections scheduled under the dome, in accordance with the Constitution and the Internal Rules of Procedure of the House of Representatives.
