The longest-serving member presides over the first session of the House of Representatives before the election of its Speaker

The 20th House of Representatives holds its first session of its third ordinary session on Monday, following His Majesty King Abdullah II’s inauguration of the parliamentary session with the Speech from the Throne. The session is presided over by the member with the longest parliamentary tenure until the Speaker and members of the Permanent Office are elected.

Paragraph (a) of Article 3 of the House of Representatives' Rules of Procedure states that the first session shall be presided over by the member with the longest parliamentary tenure. In the event that more than one member shares the same seniority, the presidency goes to the member with the most parliamentary cycles, and if the tie persists, it goes to the eldest member.

The session chair is assisted by the two youngest members present. If either is unable to perform their duty, they may be replaced by the next youngest member. The duties of the session chair and their assistants end immediately upon the election of the Speaker of the House.

Under paragraph (b) of Article 3, the member who presides over the inaugural session in accordance with these provisions is prohibited from running for the position of Speaker of the House of Representatives during the same session.

Thus, the seniority of parliamentary membership is the primary criterion for determining the session chair, not age, which is only relied upon if a tie persists regarding seniority and the number of cycles.

First Session Procedures

The House of Representatives meeting begins with a recitation of verses from the Holy Quran, in accordance with Article 2 of the Rules of Procedure, before proceeding with the regulatory measures scheduled for the session.

During the first session of the second ordinary session on October 26, 2025, the House agenda included reading the Royal Decrees regarding the prorogation of the previous session, the postponement of the new session's convening, and the call to convene, in addition to reading leaves of absence and apologies.

The agenda also included the election of the Permanent Office, starting with the Speaker of the House, followed by the First Deputy Speaker, the Second Deputy Speaker, and the Assistants to the Speaker in a single list, as well as the election of the committee for the Reply to the Speech from the Throne and the permanent parliamentary committees.

Article 5 of the Rules of Procedure stipulates that no discussion may be held or any decision issued by the House before the election of its Speaker.

Following the election of the Speaker and the announcement of the result, the elected Speaker takes over the chair of the session in preparation for completing the elections for the remaining members of the Permanent Office.

MP Majhem Al-Sagoor presided over the first session of the House of Representatives in its second ordinary session on October 26, 2025, as the longest-serving member present, before MP Mazen Al-Qadi was elected Speaker of the House by acclamation.

Election of the Speaker in each session

Article 69 of the Jordanian Constitution states that at the beginning of each ordinary session, the House of Representatives shall elect a Speaker for a period of one calendar year, and they may be re-elected.

This means that the election of the Speaker is renewed at the beginning of every ordinary session, and the speakership does not automatically continue from one session to another without completing the constitutional procedures.

The first session of the third term comes after an understanding reached by four parliamentary blocs regarding the distribution of Permanent Office positions, which stipulates allocating the speakership to the Mithaq bloc, the first deputy position to the Mubadara bloc, the second deputy position to the Azm bloc, and the two assistant positions to the Centrist and Reformist Parties bloc.

The blocs confirmed that the political understanding will be completed through the elections scheduled under the dome, in accordance with the Constitution and the Rules of Procedure of the House of Representatives.
