The General Budget Draft Law for the 2027 fiscal year and the draft law amending the Social Security Law for 2026 top the anticipated parliamentary priorities in the third ordinary session of the 20th House of Representatives, which begins Monday, amid expectations of extensive discussions on both files under the Parliament dome and in specialized committees.
Deputy Speaker of the House of Representatives, Hala Al-Jarrah, told "Al-Mamlaka" on September 30 that the Social Security Law and the General Budget Draft Law would be among the Council's priorities in its third ordinary session.
Al-Jarrah explained, while hosted on the "Panorama Al-Mamlaka" program, that the Social Security Law will be one of the most prominent laws discussed by the Council, given its impact on various segments of society, employees, and Social Security affiliates, expecting it to take up a significant amount of discussion under the dome and in the relevant committees.
She confirmed that the draft law amending the Social Security Law will not be presented in the same form it was previously, after undergoing extensive discussions at the level of civil institutions, local community organizations, and various segments of society.
Al-Jarrah stressed that the Council is concerned with protecting the rights of citizens and Social Security affiliates, in parallel with maintaining the sustainability of the Social Security Corporation and the continuity of its work, ensuring the rights of its subscribers.
On March 4, 2026, the House of Representatives approved referring the draft law amending the Social Security Law to the Parliamentary Labor, Social Development, and Population Committee, following a preliminary reading that saw interventions from heads of parliamentary blocs.
The committee began discussing the draft and hearing the opinions of relevant authorities, experts, and specialists, and launched an electronic platform last March to receive citizens' comments and suggestions regarding the proposed amendments.
2027 Budget Draft
Regarding the general budget, Al-Jarrah indicated that the budget draft law will be among the House of Representatives' priorities during the third session, through its study in the Parliamentary Finance Committee, before being presented to the Council for discussion and approval under the dome.
The General Budget Department confirmed to "Al-Mamlaka" on October 20 that ministries, departments, and government units had completed providing their budget drafts for the 2027 fiscal year, while discussions continue to review and audit financial allocations.
The spokesperson for the General Budget Department, Mohammed Al-Aqaili, said that discussions with ministries and government institutions have reached their final stages, and include reviewing current and capital expenditure estimates, and verifying that allocations are linked to national goals and priorities.
According to the budget preparation circular issued by the Prime Minister in June 2026, priorities include ongoing capital projects linked to the Economic Modernization Vision and the Public Sector Modernization Roadmap, in addition to controlling operating expenses and linking financial allocations to performance indicators and targeted results.
Article 112 of the Jordanian Constitution stipulates that the General Budget Draft Law, including the budgets of government units, must be submitted to the National Assembly at least one month before the beginning of the fiscal year, for consideration in accordance with the provisions of the Constitution.
The House of Representatives approved the General Budget Draft Law for the 2026 fiscal year on December 11, 2025, after four days of discussions.
The House of Representatives is preparing to begin its third ordinary session by electing its permanent office and forming its parliamentary committees, in preparation for commencing its legislative and oversight work, including considering draft laws and files referred to it during the session.
