The Government Communication Minister, the official spokesperson for the government, Dr. Mohammad Moumini, said that the first evaluation of government media spokespersons showed the existence of three different levels in terms of performance and communication capabilities, explaining that 15 media spokespersons were classified in the first level, in terms of the ability to cover, respond to news, and speak in front of the camera and broadcast.
Moumini added, during the launch ceremony of the «Program to Raise the Communication Capabilities of Government Media Spokespersons», organized by the Jordan Media Institute in cooperation with the Ministry of Government Communication, that the evaluation process included multiple aspects, including media and audio evaluation, the ability to edit, prepare plans and write scripts, in addition to measuring the ability to deal with the media.
He explained that the evaluation results showed, in addition to the first group, other groups at the intermediate level and others in need of further development, noting that intensive training programs for media spokespersons followed, followed by a second evaluation to measure the degree of development and benefit from the training.
He pointed out that the goal of the evaluation and training process is to enhance the capabilities of media spokespersons and develop their performance, noting that those who prove the need for additional training will receive more training and guidance, while if the neutral evaluation after completing the training stages shows that the employee is unable to perform his duties, his services can be utilized at another location within his institution.
Moumini confirmed that the evaluation process will be objective and neutral, and will not be linked to the minister, the ministry, or the government, but will be based on specific indicators and competencies, to measure the extent to which the spokesperson performs the tasks required of him effectively.
He pointed out that the system of government media spokespersons has become a legal and institutional framework that regulates the work of spokespersons and unifies the procedures related to their work, explaining that the evaluation process will be carried out jointly between the Ministry of Government Communication, the Jordan Media Institute, and the concerned ministry.
He pointed out that the new system also regulates the mechanisms of appointment and renewal, through joint committees that include the concerned parties, which enhances the objectivity of decisions related to the appointment of media spokespersons and the renewal of their contracts.
Moumini said that one of the most prominent indicators that will be included in the evaluation process is the ability of the spokesperson to deal with the media event at the right time, respond quickly enough, provide information with the required quality, and deliver the message clearly.
He stressed that the responsibility of the media spokesperson is not limited to appearing in the media, but requires continuous monitoring of the work of the institution and the files it handles, and being prepared to deal with inquiries from journalists, the media, and the public.
He added that the media spokesperson is required to deal with media questions and inquiries and not to neglect them, emphasizing that responding to the media is an essential part of his nature of work and communication responsibility.
Regarding media content, Moumini called on media spokespersons to develop the way of producing and publishing media materials, and not to be satisfied with publishing the news or the journalistic material in the same form on various social media platforms.
He explained that the difference in the nature of the audience between platforms requires the production of media content that suits each platform, pointing to the importance of converting the basic message into multiple products, including short video clips, publications, reels, and content specific to social media platforms.
He emphasized that the basis of communication work is to formulate a clear and accurate message that explains the decision and addresses different segments of the public, and then to reproduce this message in different media forms that suit the nature of the medium and the target audience
