Al-Nawaisa: Foundations and Qualifications for Selecting Media Spokespersons in Ministries and Government Institutions

The Secretary-General of the Ministry of Government Communication, Dr. Zaid Al-Nawaisa, said that the system of media spokespersons in government ministries, institutions, and departments for the year 2026 sets clear foundations for selecting media spokespersons, by requiring the availability of competencies, qualifications, and experiences that align with the framework of media spokesperson competencies and the job description, in addition to passing the requirements, cognitive and practical tests, evaluation tools, and personal interviews.

He pointed out in his speech to the Jordan News Agency (Petra) that the system grants the Ministry of Government Communication a technical role in supervising the work of media spokespersons, directing their efforts, coordinating communication, exchanging government information and messages, while the media spokesperson is administratively linked to the minister or whoever is authorized.

He explained that the system establishes a unified institutional framework for organizing the work of media spokespersons, defining their responsibilities, selection requirements, and performance evaluation, enhancing the professionalism of government communication, coordinating official messages, and quickly responding to issues, developments, and crises.

He added that the tasks of the media spokesperson under the system include preparing messages, communication plans, crisis and development response plans, issuing statements and data or approving them, responding to media inquiries, and following up on what is published about the department and providing the necessary clarifications and responses.

The tasks also include representing the department, speaking on its behalf, clarifying its policies, decisions, and programs, coordinating with the concerned units and departments, organizing press conferences, and managing media communication during emergencies and crises to ensure quick response, accuracy of information, and consistency of official messages.

He stressed that the system enhances integration between the media spokesperson and the media and communication unit in the department, and requires government agencies to provide the necessary cadres, equipment, technical and logistical support to enable the spokesperson to perform their tasks, in addition to ensuring their presence in committees related to the department's work, allowing them to continuously follow up on issues and files linked to its work.

Al-Nawaisa pointed out that the system also establishes the principle of accountability and professional development, by subjecting the performance of the media spokesperson to periodic technical evaluation based on performance, professionalism, commitment, and media interaction criteria, in cooperation between the department, the Ministry of Government Communication, the Civil Service Commission, and the General Administration, taking the evaluation into account when deciding on the continuity of the media spokesperson's nomination or appointment.

He explained that the "Natieq" platform has been adopted to coordinate messages and communication regarding media issues and respond to inquiries within the department's jurisdiction, updating related data and reports, enhancing follow-up and coordination between government agencies and the Ministry of Government Communication.

He added that the ministry will work with relevant parties to organize training programs and courses for media spokespersons and those working with them in effective communication, digital media, crisis management, and other skills necessary for performance development.
