Official Gazette publishes the Government Spokespersons Bylaw

Issue No. (6072) of the Official Gazette has published the Bylaw for Government Spokespersons in Ministries, Institutions, and Government Departments for the year 2026, under Bylaw No. (63) of 2026, issued pursuant to Article (120) of the Constitution.

According to the bylaw, which was approved by the Council of Ministers on August 23, 2026, its provisions shall come into effect 30 days after the date of its publication in the Official Gazette.

The bylaw aims to regulate the work of spokespersons in ministries, institutions, and government departments, and to establish a clear framework for speaking and media communication on behalf of government entities, in a manner that enhances the unification of official media messages and organizes the process of communication and follow-up with media outlets.

The bylaw defined a "Department" as any ministry, department, authority, council, or official public institution or public institution subject to the provisions of the Human Resources Management Bylaw in the public sector.

It also defined the "Minister" as the minister in relation to their ministry or the departments associated with them, or the head of any department who exercises the powers of a minister under applicable legislation.

The bylaw defined the concept of a "Spokesperson" as the person appointed or designated by a decision of the competent authority in the department to speak and communicate with the media on its behalf, in accordance with the provisions of the bylaw.

It also provided for the establishment of the "Natiq Platform," which is the electronic system approved by the Ministry of Government Communication to coordinate government media messages and organize communication and follow-up between spokespersons and the Ministry of Government Communication.

The bylaw comes within the framework of developing the government communication system and enhancing professionalism and clarity in official media discourse, in line with developments in the media and digital environment, and enhancing the access of citizens and media outlets to government information from its official sources.
