Ukrainian President Volodymyr Zelenskyy said that the Russian strikes, which killed at least 18 people in southeastern Ukraine on Monday, shatter the hopes for making "progress toward peace" that had been raised by a local truce last week.

Zelenskyy wrote on social media that "after the humanitarian operation in Oleshky," Moscow's conduct could have shown "that progress toward peace is possible. But through these killings, Russia is sending the exact opposite signal: Russia is betting on more killing."
