Senate Labor Committee discusses the phenomenon of begging and enhancing social protection

The Labor and Social Development Committee in the Senate, chaired by Issa Murad, discussed today, Monday, with the Minister of Social Development, Wafaa Bani Mustafa, the phenomenon of begging and ways to develop an integrated social protection policy to curb it.

The meeting was attended by the Capital Region Police Commander, Brigadier General Dr. Jamal Al-Jazi, the Secretary-General of the Ministry of Social Development, Dr. Barq Al-Dmour, the Secretary-General of the Ministry of Labor, Abdul-Halim Doujan, the City Director at the Greater Amman Municipality, Engineer Nabil Al-Jariri, alongside a number of relevant directors from the Greater Amman Municipality and the Ministries of Social Development, Labor, and Justice.

Murad said that begging is a phenomenon that requires joint national efforts, especially with its spread in various forms and across social media, alongside the emergence of some organized begging cases and the association of some of them with other crimes, emphasizing the importance of enhancing coordination and cooperation among institutions concerned with social protection, while praising the efforts of the competent authorities in curbing it.

For her part, Bani Mustafa reviewed the procedures and campaigns implemented by the ministry despite the challenges facing its personnel and in cooperation with the Public Security Directorate.

She spoke about the necessity of balancing law enforcement with the social and economic assessment of cases, allowing for a distinction between actual need and begging that has turned into a profession, as well as protecting the most vulnerable groups, foremost among them children and persons with disabilities, and preventing exploitation for financial gain.

Bani Mustafa added that efforts are ongoing to combat begging in cooperation with competent authorities, including the Public Security Directorate, stressing the need to raise awareness on the importance of directing aid to those who deserve it through reliable institutions, charitable associations, and trusted entities to ensure support reaches the most needy groups.

In turn, Brigadier General Dr. Al-Jazi reviewed the Public Security's efforts in implementing security campaigns, apprehending perpetrators of begging crimes, and referring them to judicial authorities, while representatives of the relevant entities presented the procedures followed and the role of each entity in combating the phenomenon.

For his part, Doujan explained the Ministry of Labor's role regarding cases violating the Labor Law, as the ministry seeks to prevent child labor considering it one of the human trafficking crimes.

Al-Jariri clarified the role of the Greater Amman Municipality in controlling random street vending associated with begging cases and the procedures taken by the municipality to curb it.

The attendees stressed that combating the phenomenon of begging and curbing its spread requires a national effort. The committee recommended the formation of a higher national committee comprising the involved parties to develop a national strategy defining roles and coordinating efforts, tightening the enforcement of provisions, following up on the begging file, defining roles, enhancing coordination and integration of national efforts to curb its spread, recommending the enhancement of electronic monitoring through cooperation with the Ministry of Digital Economy, and working to stimulate the media for awareness through religious discourse issued by the Ministry of Awqaf.
