The Mayor of West Irbid reveals details of the first annual report of the committee
We achieved a 25% reduction in expenses and operational savings exceeding half a million dinars
The Chairman of the West Irbid Municipality Committee, Muhammad Ali Al-Qudah, confirmed that the municipality achieved during the first year of the committee taking over its duties (since July 7, 2025 until July 2026) a tangible transformation and a qualitative leap in the level of services and financial discipline, stressing that these achievements came "with the spirit of one team and the dedication of all employees in the municipality", and confirming that "our ambition is greater, and our responsibility is renewed every day to serve about 99,000 people distributed over ten organizational areas extending over an area of 70.17 square kilometers".
Al-Qudah, while reviewing the first annual report of the municipality, pointed to the pivotal figures and steps achieved in various sectors:
Financial discipline and enforcing spending efficiency
"We succeeded in raising the municipality's budget for 2026 to reach 5,911,864 dinars with a growth rate of 8.28% compared to the previous year, and we achieved a revenue collection rate of 94.04% of the estimated. In return, we imposed a real reduction in expenses by 25% of the planned budget, achieving operational savings exceeding 534 thousand dinars in fuel, maintenance, and lighting items only.
We also took decisive decisions to rationalize unnecessary spending; including reducing non-essential capital investment expenditures by 100% after stopping them completely, and halving rental expenses, while continuing to settle our accumulated obligations towards social security through the scheduling of 120 installments."
Municipality factory.. The self-revenue artery
"The municipality's factory for metal and concrete industries has turned from a mere service facility into a real financial lever for the municipality; where it achieved an annual revenue of 863,230 dinars, accounting for about 84% of our total self-revenue of 1.19 million dinars, by manufacturing and supplying 4390 waste containers and various concrete and metal products that covered the needs of our town and neighboring municipalities."
Infrastructure and sustainable green projects
"In the field, we implemented a wide package of paving, maintenance, and traffic expansion projects on the main streets in the areas of Kafreyoub, Beit Yafa, Natfeh, and Ham. We also installed 1200 energy-efficient LED lighting units, and launched solar energy projects on the roofs of municipal buildings with a capacity of 90 kilowatts to reduce the energy bill.
In the environmental file, we implemented 72 comprehensive cleaning campaigns, planted about 5000 trees in one day as part of the national afforestation campaign, and inaugurated the 'Independence Garden' in Kafreyoub to be a recreational outlet for the people of the area."
Digital transformation and transparent governance
"In order to facilitate citizens and reduce bureaucracy, we electronically archived more than 21,000 transactions within the digital transformation program. We also continue to publish our reports, decisions, and tenders periodically through the website to enhance the principles of transparency and accountability."
Expanding the umbrella of partnerships
"We built a solid local and international strategic partnership network; most notably with the German International Cooperation Agency (GIZ), Yarmouk University and the University of Science and Technology, the Crown Prince Foundation, the Vocational Training Foundation, in addition to ongoing cooperation with local charitable associations to support less fortunate groups."
Future vision
Al-Qudah concluded his statement by talking about the upcoming steps locally: "We are preparing today for a new phase based on our strategic plan (2024-2028), where we prioritize: establishing a vocational training center, developing the waste management and recycling system, supporting sustainable agriculture, and updating the digital infrastructure through GIS systems. What has been achieved is just a station in a continuous work journey with no end."
