"Engineers": Law amendments are the fruit of a participatory process that spanned more than a year through an expanded committee

The proposed amendments to the Jordan Engineers Association Law began their path with the formation of an expanded committee to amend legislation on June 14, 2025, less than a month after the Association Council assumed its duties. The committee included 75 male and female colleagues, and its working groups held more than 70 meetings between July 16, 2025, and May 4, 2026, before its outputs were presented to the engineering divisions and governorate branches, and the final draft was formulated in light of the received observations.

The Association's extraordinary Central Body discussed these amendments and approved them, awaiting the General Assembly meeting scheduled for next November 6 to vote on and ratify them.

The committee was formed by a decision of the Association Council and chaired by the head of the Mining and Metallurgy Engineering Division, Engineer Saleh Al-Ghuwairi, based on a vision that sees the necessity of updating the Association's legislative system to keep pace with developments and enhance the efficiency of union work. The Council was keen to ensure that the committee's membership reflected a wide spectrum of competencies and expertise, including representatives from various union bodies, while the percentage of female engineers and young colleagues reached 27 percent of its members.

The Association Council stated that in its first meeting, the expanded committee agreed to distribute the work among four specialized teams: the practice of the profession team, the financial provisions team, the organizational and electoral structures team, and the electoral system team. The teams' meetings, which lasted about ten months, were devoted to studying the effective legislation, reviewing proposals, and listening to various opinions, then each team presented its outputs to the expanded committee to take its observations and strengthen its proposals before recommending their submission to the Association Council.

The amendments aim to activate and enhance decentralization in managing the Association's affairs and resources, raise the quality and efficiency of practicing the profession and elevate its level, and advance the engineering profession and engineering education in universities. They also seek to increase employment opportunities for engineers locally and globally, enhance governance and transparency in funds and branches, and support the financial sustainability opportunities for the Association and its funds.

After the teams completed their work, the draft amendments were circulated to the engineering division councils on July 4, 2026, and a two-week period was granted to study them and provide proposals.

On August 8, 2026, the Council held a meeting with the heads of branches in the Ajloun branch to present the amendments and take their observations, and they, in turn, presented them to the governorate branch councils, engineering divisions, and the Engineering Offices Authority, then provided the Association with proposals to be added to the project. The proposals and observations received at this stage were taken into account and included in the amendments, reflecting the collective opinion of the engineers, before the Council prepared the final draft in preparation for completing the legislative procedures according to the established rules.
