Ukraine: $155 billion total war needs and a $27 billion funding gap

Ukrainian Prime Minister Sergii Krutski, on Wednesday, said that the total war needs in his country will amount to about $155 billion during the current year, while Kyiv is working to close a funding gap of $27 billion to ensure the continuation of military operations at the beginning of 2027.

Krutski explained that the government intends to provide $7 billion of the gap through austerity measures in public finance, improving budget management, and reprioritizing spending, while holding talks with international partners to provide the remaining $20 billion.

According to details provided by Ukrainian media, the $155 billion estimate includes war needs scheduled in the 2026 budget, in addition to the value of military aid provided by partners in the form of weapons and equipment, not just cash.

The aid includes missiles, air defense systems, and other military equipment.

Krutski said that the $27 billion gap represents part of the total war needs of $155 billion, and the government is seeking to cover the portion that falls on its shoulders by reprioritizing spending.

The spending reduction measures include postponing funding for some road projects, cultural programs, and new projects linked to resilience plans.

As for the remaining $20 billion, Kyiv is seeking to secure it through negotiations with its international partners, while the Ukrainian government links the provision of funding to its ability to continue military operations during the first quarter of 2027.

This is the first time Kyiv has revealed an annual estimate of total war needs, as no similar figures are available for 2025 to allow for a direct comparison.

These estimates come as Ukraine prepares for the 2027 budget, in which spending on security and defense remains a key item, amid Kyiv's continued reliance on external support to fund war needs.
