US Secretary of State Marco Rubio said on Saturday that President Donald Trump has not yet made a decision regarding the resumption of military action against Iran.
Rubio added during a press conference that he does not know if there is a specific timeframe for the talks led by Qatar aimed at ending hostilities between the United States and Iran.
Reuters reported earlier today that Iranian officials held talks with Qatari mediators in Doha.
"Axios" website quoted an American official as saying on Saturday that US President Donald Trump might be more inclined to order a major military operation if Republicans suffer a major loss in the midterm elections.
The official said, according to "Axios": "If Trump feels embarrassed or sidelined, he will do something bold. That is what everyone is telling the Iranians; their best chance to reach a deal is now."
In this context, a draft negotiation proposal between the United States and Iran includes reopening the Strait of Hormuz to international navigation within 7 days of reaching an initial understanding, discussing the fate of the high-enriched uranium stockpile, and establishing an international mechanism to ensure the implementation of mutual obligations, with the potential role of China as a guarantor for any agreement being proposed.
The draft proposes discussing an early Iranian commitment regarding the high-enriched uranium stockpile by transferring it to a third country agreed upon by both parties or reducing its enrichment level, according to technical arrangements and verification mechanisms. It also proposes reopening the Strait of Hormuz through daily confidence-building measures and exploring an international mechanism to ensure the implementation of mutual obligations.
The draft calls for holding a round of direct talks between the two sides, with the Qatari capital, Doha, being proposed as a potential venue instead of Istanbul, against the backdrop of Iranian security concerns regarding Turkey, provided that the two parties agree on the level of representation and security guarantees.
