The Ministry of Investment, through the Public-Private Partnership Unit, announced the re-issuance of the pre-qualification invitation for companies interested in implementing the Jaber Border Crossing development project—which is the main land crossing between Jordan and Syria—through the public-private partnership model, setting November 10 as the final deadline for submitting pre-qualification applications.
The project aims to develop, rehabilitate, and expand the crossing in a manner that enhances its operational efficiency, improves the services provided to travelers and freight traffic, and contributes to facilitating the movement and flow of vehicles and trucks across the Jordanian-Syrian border.
According to the ministry's announcement, reviewed by "Al-Mamlaka", the private sector partner will design, build, finance, operate, and maintain the project under a partnership contract that includes developing and modernizing existing facilities and establishing supporting facilities and services.
The ministry seeks to select a private sector partner through a competitive bidding process, in accordance with the provisions of the Public-Private Partnership Projects Law No. 19 of 2023 and the Partnership Projects Regulation No. 9 of 2024.
The bidding procedures are implemented in two stages: the first begins with receiving pre-qualification applications from interested companies and entities to evaluate their qualifications and select a shortlist of applicants, while the second stage is limited to inviting qualified entities to submit their technical and financial proposals to compete for the project's implementation.
The ministry set 4:00 PM on Tuesday, November 10, 2026, as the final deadline for submitting pre-qualification applications, in accordance with the requirements and procedures specified in the bidding documents.
It invited entities wishing to participate to request the pre-qualification documents via the project's designated e-mail, while clarifying the identity of the applying entity and attaching the company registration certificate.
It also announced the holding of a remote general introductory session on Wednesday, October 14, 2026, at 3:00 PM, to present information related to the project and the pre-qualification procedures.
The ministry emphasized that it reserves the right to amend, suspend, or cancel the pre-qualification procedures at any time, without the re-issuance entailing any obligation to award a contract for the project's implementation.
