Prince Mired discusses with the Head of the Engineers Association mechanisms to ensure the implementation of the building code and the provision of accessibility requirements

His Royal Highness Prince Mired bin Raad bin Zeid, Chief Chamberlain and President of the Higher Council for the Rights of Persons with Disabilities, met on Thursday with the Head of the Jordan Engineers Association, Engineer Abdullah Ghosheh, to discuss follow-up and implementation mechanisms to ensure the provision of accessibility requirements for persons with disabilities in all projects, and to enhance commitment to applying the "Building Requirements Code for Persons with Disabilities" of 2018.

The meeting comes as a continuation of the discussions held by His Highness with a number of ministers, officials, and representatives of relevant authorities regarding the results of the diagnostic study prepared by the Council on the gaps in the code's implementation and ways to address shortcomings in the execution and monitoring system.

The meeting addressed the key findings of the study, which showed that the main challenge is related to the executive system that is supposed to ensure the consistent and effective application of the code, in light of the varying levels of compliance and the weakness of oversight mechanisms and the link between accessibility requirements and licensing, implementation, and handover procedures.

The discussions focused on the role of the Engineers Association and engineering firms in incorporating accessibility requirements into plans and designs from the early stages of projects, monitoring their implementation during execution and supervision, and verifying that the executed works comply with the code before handover, to ensure that persons with disabilities can access and use buildings and facilities independently and safely.

The meeting also discussed ways to enhance coordination between the Council, the Association, and relevant authorities, and to define the responsibilities of the parties involved in the stages of design, auditing, licensing, implementation, inspection, and handover, up to operation and maintenance, in a way that contributes to addressing implementation gaps and ensuring the sustainability of accessibility requirements.

These discussions are part of the Council's efforts to follow up on the study's recommendations and strengthen an integrated national system that ensures the translation of the code's requirements into a tangible reality in projects, guaranteeing the right of persons with disabilities to access and participate on an equal basis with others.
