Experts: The Building Permits and Supervision System is an integrated system from licensing to work permits

Experts said that the recently issued Building Permits and Supervision System in the Official Gazette reflects an integrated system, starting with the licensing of the building and the stages it goes through during the licensing process, including excavation permits, then supervision of the building and any violations, if any, and work permits, and so on.

They emphasized that the system gave great importance to speeding up procedures, in terms of adhering to specified durations and facilitating the engineering office, the citizen, the investor, and the developer alike, leading to a quality product suitable for use in the best way, pointing to the amendments currently being made by the Syndicate to its law, which includes amendments to the practice of the profession and the body of engineering offices and companies regarding the regulation of the profession.

This was during a specialized dialogue workshop on the Building Permits and Supervision System, organized by the Architectural Division of the Jordanian Engineers Association in cooperation with the Greater Amman Municipality, under the patronage of the Architectural Division Chairman, Engineer Imad Al-Dabbas, and in the presence of the Chairman of the Engineering Offices and Companies Body, Engineer Issa Hamdan, and a number of those concerned in the Greater Amman Municipality, along with engineers and specialists.

Al-Dabbas explained in his opening speech the importance of holding the workshop to enhance specialized professional dialogue about the system, and to discuss the main challenges and observations facing engineers and engineering offices in practical application.

He pointed out the importance of reaching a clear and balanced application of legislation and systems, in a way that achieves the requirements of organization, safety, and quality of construction, while preserving the rights of the engineer and the citizen at the same time, and contributing to raising the efficiency of licensing and supervision procedures.

He added that all relevant parties are partners in this system, starting from the employer and site selection, then the design phase and obtaining initial approvals, preparing engineering plans, and verifying them according to the rules, up to electronic verification between the Syndicate and the Amman Municipality.

He added that the Syndicate, through the Architectural Division, plays an important professional role in highlighting issues, legislation, and systems related to engineering and urban work, and opening channels of dialogue with relevant parties, which contributes to exchanging experiences, viewpoints, and reaching practical solutions that serve the engineering sector and the public interest.

For his part, the Director of Licensing at the Greater Amman Municipality, Engineer Adel Al-Sahibi, spoke about the advantage enjoyed by the Jordanian engineer who uses his profession to serve people, indicating that it is a lever for the nation that seeks to build, elevate, and prosper, and pointing to the Municipality's constant readiness to cooperate and partner with the Syndicate to achieve the public interest and serve engineers.

Hamdan said that the main goal is to reach an integrated system that ensures the quality of design and implementation, the safety of facilities, the protection of citizens' rights, and the improvement of the practice of the profession and the enhancement of supervision over construction.

He stressed that the Office Body will continue to support every legislative and regulatory effort that elevates the profession, and is keen at the same time to convey the voice of offices and engineers and their professional observations with all objectivity and responsibility.

For his part, the Chairman of the Architectural Profession Practice Committee, Engineer Saleh Salo, confirmed that the dialogue comes at a stage witnessing legislative and regulatory development in the construction sector, foremost of which is the issuance of the new system that carries directions aimed at enhancing supervision, regulation, raising the level of commitment, and achieving higher quality in the construction and urban process.
