Press Statement
Parliamentary understanding between the four blocs on the distribution of the positions of the Permanent Office of the House of Representatives in its third ordinary session
In a step that reflects a deep awareness of the scale of national and parliamentary responsibility, the Mithaq, Mubadara, Azm, and Centrist and Reform Parties parliamentary blocs reached a comprehensive understanding regarding the distribution of the positions of the Permanent Office of the 20th House of Representatives in its third ordinary session, which begins next Monday, following a political and parliamentary dialogue characterized by frankness, transparency, and prioritizing the supreme national interest over private calculations and interests.
This understanding came after a meeting that included the heads of the negotiation committees of the four blocs, which was devoted to discussing the arrangements for the upcoming parliamentary session and reaching common ground that ensures the regularity of parliamentary work and enhances cooperation and coordination between the blocs.
Initial discussions showed that the presence of candidates for the presidency of the House of Representatives from three different blocs constituted an obstacle to launching serious and comprehensive negotiations regarding the positions of the Permanent Office, which necessitated expanding the circle of dialogue by holding a meeting that included the heads of the negotiation committees and the secretaries-general of the four parties, with the aim of overcoming points of disagreement and reaching understandings based on partnership and national responsibility.
The meeting witnessed an in-depth political and parliamentary dialogue, characterized by clarity, transparency, and a keenness to address various differences, based on a shared conviction that the next phase requires responsible consensus, and that the interest of Jordan and its people must remain above all considerations, away from competing for positions or prioritizing narrow partisan considerations.
At the request of the secretaries-general of the parties and the heads of the negotiation committees, and in order to ensure the success of the dialogue path and reach a comprehensive consensus, the candidates for the presidency of the House of Representatives showed high flexibility and a spirit of national responsibility, and agreed to place their nominations in the hands of the secretaries-general and the negotiation committees, allowing room for reaching common understandings that prioritize Jordan's supreme interest over any personal or partisan considerations, and paving the way for a comprehensive parliamentary consensus regarding the positions of the Permanent Office.
After extensive and thorough discussions, the attendees concluded the following understandings:
1. Agreement that the position of Speaker of the House of Representatives shall go to the Mithaq parliamentary bloc, provided that the bloc undertakes to name its candidate for this position according to its internal mechanisms.
2. Agreement that the position of First Deputy Speaker of the House of Representatives shall go to the Mubadara parliamentary bloc, provided that the bloc undertakes to name its candidate for this position.
3. Agreement that the position of Second Deputy Speaker of the House of Representatives shall go to the Azm parliamentary bloc, provided that the bloc undertakes to name its candidate.
4. Agreement to allocate the two positions of assistants to the Speaker of the House of Representatives to the Centrist and Reform Parties parliamentary bloc, provided that the bloc undertakes to name its candidates for the two positions.
5. Emphasis on respecting constitutional procedures and the internal regulations of the House of Representatives, considering that these understandings constitute a joint political and parliamentary framework, provided that they are completed through the procedures and elections scheduled under the dome.
The attendees confirmed that this understanding goes beyond the issue of distributing the positions of the Permanent Office, to reflect a joint political and parliamentary will to strengthen the unity of the centrist parties, consolidate the approach of dialogue and consensus, and provide a responsible model in managing differences, in a way that serves the political modernization process and enhances the role of the House of Representatives in performing its constitutional duties.
They stressed that the next phase requires serious and productive parliamentary work, and that the supreme national interest will remain the basis that governs the understandings between the blocs, confirming that the success of this agreement lies in translating it into effective legislative and oversight performance that serves Jordan and its people and preserves its supreme interests.
May God protect Jordan and its people, under the shadow of His Majesty King Abdullah II ibn Al-Hussein, may God protect and preserve him.
