The Ministry of Local Administration stated that the reform plan for the local administration sector is proceeding at a steady and well-studied pace, covering legislative, financial, service, and developmental aspects, with the aim of upgrading municipal work methods, improving performance levels, and enhancing the quality of services provided to citizens in various regions of the Kingdom.
According to a statement by the Ministry, following the approval of the Local Administration Law for the year 2026 and as part of the local administration reform plan that began at the start of last year, the first phase of a training and capacity-building program for municipal employees was launched. This program targets the qualification of more than 2,000 male and female employees across the Kingdom's municipalities to raise the efficiency of field and administrative performance and enhance the capabilities of those working in the municipal sector, which will positively reflect on the level of services provided to citizens.
The Ministry added that it has begun amending legislative regulations and creating the regulations referred to in the Local Administration Law for the year 2026, in preparation for their implementation as soon as the law comes into effect. This ensures the institutionalization of procedures, the development of the legislative environment governing municipal work, and the modernization of work mechanisms in line with the requirements of the coming phase.
Regarding the financial recovery plan, the Ministry indicated that things are moving in the right direction to gradually reduce municipal debt, noting an increase in cash liquidity at the Cities and Villages Development Bank to 28 million dinars as part of the financial reform pillars. This is in addition to the success of measures taken to increase municipal revenues and reduce expenditures by approximately 100 million dinars, which strengthens the financial stability of municipalities and supports their ability to meet their financial obligations, improve spending efficiency, and manage available resources.
The Ministry emphasized that the financial measures taken are part of an integrated vision aimed at enhancing the financial sustainability of municipalities, limiting the accumulation of debt, and working to find practical solutions that contribute to improving their financial conditions and enabling them to continue providing basic services to citizens efficiently and sustainably.
The Ministry indicated that, in cooperation with the Ministry of Digital Economy and Entrepreneurship, it will complete the automation of all municipal services and transactions during this year and the beginning of next year, including the full computerization of regulatory plans in municipalities, to achieve a comprehensive digital transformation that makes it easier for citizens to complete their transactions, saves time and effort, reduces traditional procedures, and enhances the efficiency of government services provided through municipalities.
Digital transformation comes within the Ministry's efforts to develop the municipal work system, rely on modern technical solutions to complete transactions, simplify procedures, and improve the level of communication with citizens, which contributes to raising the efficiency of institutional performance and facilitating access to municipal services in various regions of the Kingdom.
In the service and development axis, the Ministry announced the issuance of service and repair tenders for "hotspots" worth 110 million dinars to develop infrastructure, address the hotspots that appeared during the past weather depressions, limit their effects on roads and public facilities, and enhance the readiness of municipalities to deal with various weather conditions.
It pointed out that these tenders come within the framework of efforts made to improve the reality of infrastructure, raise the level of services provided to citizens, and address locations that require urgent interventions, ensuring the enhancement of public safety and limiting the damages that may result from weather conditions during the coming seasons.
The Ministry noted a tangible improvement in the level of public cleanliness, with intensified efforts in tourist areas, picnic spots, and within cities and villages, through strengthening cleaning operations, field follow-up, and raising the level of readiness of municipalities to preserve the environment and the civilized appearance of various regions.
The Ministry confirmed the continuation of work to develop municipal services, enhance field oversight, and monitor the performance of municipalities to ensure the improvement of public cleanliness levels, responsiveness to citizens' needs, and the preservation of public and tourist places in a manner commensurate with their importance and specificity.
The Ministry indicated that the response rate to the observations and clarifications of the Audit Bureau reached more than 80 percent, which reflects the Ministry's and municipalities' keenness to consolidate the principles of transparency, oversight, good governance, protection of public funds, and strengthening compliance with the legislation and instructions governing municipal work.
It added that following up on the Audit Bureau's observations and clarifications comes within the efforts to strengthen oversight of financial and administrative performance, address the received observations, and work on correcting procedures and developing work mechanisms to ensure the optimal use of financial resources and raise the level of accountability and transparency in municipal institutions.
The Ministry of Local Administration continues to implement the pillars of the reform plan in parallel with following up on legislative, financial, service, and developmental files, which contributes to developing municipal work, enhancing the capabilities of municipalities, and improving the level of services provided to citizens in various regions of the Kingdom.
