Licensing exemptions boost investment opportunities in green hydrogen in Jordan

Licensing exemptions boost investment opportunities in green hydrogen in Jordan

The government is strengthening investment incentives in the green hydrogen sector by exempting its projects from licensing fees, a move aimed at reducing development costs and attracting new investments, coinciding with the existence of nine memoranda of understanding with companies interested in developing green hydrogen and its derivatives projects in the Kingdom.

The Head of the Green Hydrogen Division at the Ministry of Energy and Mineral Resources, Engineer Haneen Ahmed Saeed, told "Alrai" that the exemption contributes to reducing project development costs and enhancing the competitiveness of the investment environment, as part of a package of government incentives and exemptions supporting the sector.

She added that the projects are still in the technical and economic study stages, making it too early to determine the amount of financial savings resulting from the exemption or to measure its actual impact on investors' decisions.

Saeed pointed out that the first investment agreement for a green ammonia production project was signed in May 2026, with an expected investment exceeding one billion dollars, while the progress levels of the nine existing memoranda of understanding vary.

She indicated that the most prominent challenges are high production costs, the need to develop shared infrastructure, especially in Aqaba, and ensuring the competitiveness of Jordanian products in global markets. She explained that the Ministry is working in cooperation with the European Bank for Reconstruction and Development to study the development of the necessary infrastructure to support projects and reduce their costs.

She emphasized that developing the sector could attract billions of dollars in investments, boost national exports, and provide direct and indirect job opportunities, noting that the actual volume of returns will depend on the projects that move to the implementation and commercial operation stage.
