The International Organization for Migration (IOM), a UN agency, stated that almost all residents of the Gaza Strip are in need of tents or aid to provide shelter before the onset of winter, amid forecasts of heavy rain, flood risks, and continued supply shortages due to Israeli restrictions.
The organization added in a statement that the El Niño climate phenomenon, which could be the strongest ever according to the UN weather agency, may further deteriorate unsafe buildings and cause floods that could be exacerbated by the severe damage to the drainage systems in the Strip.
The Director General of the organization, Amy Pope, said that about two million people in the war-torn Strip are in need of assistance, noting that relief agencies have only been able to meet about 17% of winter shelter needs.
Pope added that families who have suffered repeated displacement and devastating losses must be able to face winter with safety and dignity, pointing out that the restrictions imposed by Israeli authorities make it difficult for agencies to scale up their response.
The organization noted that Israeli authorities have not allowed the entry of about 8,600 emergency shelter kits into the Gaza Strip, which include wood, tarpaulins, and some basic materials, after classifying them as dual-use items.
