Government allows customs clearance of temporarily admitted investors' vehicles and exempts them from compliance requirements

The government has allowed the customs clearance of personal vehicles belonging to non-Jordanian investors who obtained Jordanian citizenship and brought them into the Kingdom under temporary admission licenses and exemptions before October 4, 2026, while exempting them from conformity assessment requirements, enabling their customs status to be changed to "local consumption".

The Jordan Standards and Metrology Organization (JSMO) stated in response to inquiries by "Al-Mamlaka" that the decision to exempt non-Jordanian investors' vehicles from conformity assessment requirements aims to avoid harming investors who obtained Jordanian citizenship after legally bringing their vehicles into the Kingdom under temporary admission licenses and exemptions.

The organization explained that the decision was issued by the Council of Ministers based on recommendations from the Ministry of Investment, the Customs Department, and the organization, and concerns investors who previously obtained temporary admission licenses and exemptions to bring in and use their vehicles.

It pointed out that vehicles entered under temporary admission licenses are not subject to laws and instructions. When these investors fulfilled the conditions for obtaining Jordanian citizenship and were granted it, their temporary admission licenses were withdrawn, which requires their vehicles to be cleared through customs and licensed, thereby becoming subject to Cabinet decisions and the instructions for vehicle conformity assessment procedures.

The organization added that an issue arose regarding these vehicles' non-compliance with Cabinet decisions, despite having entered the Kingdom legally beforehand, which prompted the relevant authorities to raise recommendations to issue a decision exempting them.

According to an official letter issued by the Jordan Standards and Metrology Organization addressed to the Amman Chamber of Commerce dated October 15, 2026, the Council of Ministers made the decision in its session held on October 6 of this year, allowing non-jordanian investors holding class (A) investor cards who brought their vehicles into the Kingdom under temporary admission status before October 4, 2026, to change their customs status to "local consumption".

The decision stipulated the exemption of these vehicles from the application of Cabinet Resolution No. (4307) and the instructions for vehicle conformity assessment procedures No. (5) of 2025 issued by the Jordan Standards and Metrology Organization, treating them in the same manner as vehicles whose customs declarations were organized before November 1, 2025, provided that they are cleared at the Customs Department within 60 days starting from October 4, 2026.

The organization emphasized that the exemption is limited to a 60-day period, and any investor wishing to benefit from the decision must expedite the customs clearance and licensing of their vehicle before the expiration of the period, explaining that vehicles that entered and will enter the Kingdom after October 4, 2026, will be subject to Cabinet decisions and the organization's instructions regarding conformity.

The organization explained that the purpose of the decision is not to harm investors who obtained Jordanian citizenship, as it is difficult for them to export their vehicles, and they would have been forced to export them outside the Kingdom had the decision not been issued, due to their inability to use them.

The organization also stressed that vehicle importers have nothing to do with the decision, clarifying that the vehicles covered are personal, having entered the Kingdom and been used by their investor owners in the first place.

Regarding ensuring the safety of the exempted vehicles and their compliance with safety standards, the organization stated that these vehicles previously entered the Kingdom under temporary admission and have been actively used, and they will be treated like vehicles present in the market prior to the issuance of the regulatory decisions and instructions for vehicles.
