The "High-Value" program aims to increase the contribution of high-value products from about 15 percent of sector sales to more than 25 percent, through the development of specialized intermediate chemicals, smart fertilizers, biopesticides, technical paints, advanced detergents, and high-value-added Dead Sea products.
The "Integration" program focuses on reducing reliance on imported inputs, developing intermediate industries, and linking manufacturing industries to national mineral resources, in addition to establishing specialized industrial complexes and national accreditation laboratories with international recognition, aiming to increase the local content ratio to more than 15 percent.
The "Empowerment" program addresses providing concessional financing and investment incentives, enhancing innovation and technology transfer, developing human skills, as well as updating the legislative and regulatory environment and simplifying licensing, registration, and oversight procedures, with the goal of doubling the volume of new investments in the sector.
In the field of exports, the "Access" program seeks to raise the value of sectoral exports to more than two billion dinars by 2029, through market diversification, product development, and enhancing the utilization of trade agreements and logistics corridors.
The "Compliance" program complements these efforts by aligning industrial products and processes with global environmental and regulatory requirements, primarily the European Carbon Border Adjustment Mechanism (CBAM), and developing carbon footprint measurement, quality, and international accreditation systems.
The strategy emphasizes that implementing the programs in an interconnected manner through public-private partnership forms the basis for transforming national resources into specialized products and enhancing the sector's competitiveness and sustainable growth.
At the beginning of this month, the Ministry announced the launch of 3 sectoral strategies for the years (2027–2029), including engineering industries, food industries, and chemical and cosmetics industries, as part of efforts to develop the industrial sector, enhance its competitiveness and productivity, and support the objectives of the high-value industries engine within the Economic Modernization Vision, in addition to developing targeted sectors by identifying priorities, initiatives, and projects with economic impact and linking them to clear performance indicators and targets to enhance the industrial sector's contribution to economic growth, exports, investment, and employment.
