According to the Ministry's response to "Alrai" inquiries, Mafraq Governorate includes four early intervention units and three inclusive day centers, which provide a package of specialized services aimed at developing the capabilities of persons with disabilities, responding to their individual needs, and supporting their families in dealing with care and rehabilitation requirements.
The services, according to the Ministry, include early detection and assessment, rehabilitation and skills development, educational and behavioral interventions, and family counseling, in addition to preparing individual plans that take into account the needs and capabilities of each beneficiary, contributing to enhancing opportunities for development, learning, and achieving the greatest possible degree of independence.
The Ministry emphasized that these services come within its trends aimed at enhancing the integration of persons with disabilities into their families and communities, and expanding non-residential care alternatives, which reduces the need for institutional care and allows beneficiaries to receive specialized services within their family and community environments.
This approach, according to the Ministry, reflects the importance of early intervention in dealing with the needs of persons with disabilities, due to the opportunities it provides for identifying needs and determining appropriate programs at early stages, as well as its role in enabling families to participate in rehabilitation plans, follow up on their children's development, and enhance their ability to provide the necessary support for them.
In a related context, the Ministry is working to facilitate the benefit of persons with disabilities from the service of exemption from work permit fees for non-Jordanian workers they employ, through the competent Social Development Directorates, which undertake the necessary social studies to verify that the conditions for benefit are met.
The service procedures begin with the person with a disability obtaining the identification card issued by the Higher Council for the Rights of Persons with Disabilities, then visiting the Social Development Directorate in their area of residence and submitting the required documents, after which the social study is conducted and the necessary undertakings and requirements are completed, leading to the issuance of the approval letter and its referral to the Ministry of Labor to complete the exemption procedures in accordance with the applicable legislation and instructions.
These procedures constitute part of the efforts aimed at overcoming the obstacles that may face persons with disabilities and their families, and facilitating their access to the prescribed services and facilities, in a way that considers their needs and contributes to alleviating the burdens resulting from providing the necessary care and support.
It confirmed that continuing to develop specialized services, enhancing the efficiency of early intervention and inclusive day centers, and simplifying administrative procedures are fundamental pillars for consolidating community integration and enabling persons with disabilities to live their lives with dignity and independence, within a supportive environment that respects their rights, capabilities, and needs.
