Efforts to strengthen social protection and improve quality of life over the past two years have witnessed an expansion in the inclusion of families in cash assistance and housing programs, as well as in nursery services and women's employment support programs.
This was accompanied by support for care centers and various associations in the governorates, the launch of new programs in youth centers, and the opening of public facilities in several governorates, including Amman, Mafraq, and the Dead Sea.
These interventions were distributed between direct support for families and workers, care services that have entered operation, and projects that continue to be implemented according to annual targets.
Regarding cash support, 28,903 families were added to the regular cash assistance programs at the National Aid Fund as part of the expansion plan, bringing the number of families benefiting from these programs to 249,000 across various governorates during 2025, according to the Fund's database.
In the field of economic empowerment for National Aid Fund beneficiaries, 3,064 beneficiaries were employed through the National Employment Program during the period from September 2024 to July 2026, out of a target of 3,200. Of these, 2,161 continued working for more than a year, and 846 beneficiaries permanently exited the cash assistance programs. Additionally, the target percentage of Fund beneficiaries out of the total supported in the National Employment Program was increased from 7 to 15 percent during 2025. The number of beneficiaries trained in specialized vocational training programs for the same period reached 2,373.
Regarding wages, the minimum wage for private sector workers was raised from 260 to 290 dinars, effective from January 1, 2025, until the end of 2027, by a decision of the Tripartite Committee for Labor Affairs. Excluded from the decision are workers in the garment sector subject to a collective labor agreement, and non-Jordanian domestic workers and those in similar categories.
In the housing file, the Ministry of Social Development provided 664 suitable homes for underprivileged and low-income families, with 390 homes in 2024 and 274 homes in 2025. Beneficiary groups include widows, the elderly, those with chronic diseases, and persons with disabilities. Regarding nursery services, the number of nurseries increased from 1,228 in 2024 to 1,324 in 2025. The number of children enrolled rose from 42,980 to 53,320, and the number of job opportunities provided increased from 4,912 to 5,296, according to Ministry of Social Development data. Work in this file included updating regulatory legislation, issuing instructions and a procedures manual to facilitate registration, and adopting the professional standard for the profession of childcare worker within social work professions. A specialized vocational training program was adopted, and 84 childcare worker practice licenses were granted. The Ministry aims to train 1,000 workers in this profession to obtain a social work practice license - childcare worker before the end of the current year, 2026.
