The Minister of Education and Human Resources Development, Azmi Mahafza, on Tuesday, circulated to all public and private higher education institutions, the procedures for accepting and registering students who graduated from high school in the summer session 2026-2027, who have been invited to perform military service starting from October 1, 2026.
Mahafza emphasized the necessity for higher education institutions to adhere to the instructions for counting lectures and training programs for higher education students within military and reserve service, issued under Article 14 of the Military and Reserve Service Law No. 23 of 1986 and its amendments.
The circular explained that students invited for military service, after verifying their invitation through a text message sent to their phones or any other means, are entitled to benefit from the approved instructions.
According to the circular, a first-degree relative must visit the university or college to complete the registration procedures at public universities, whether in the regular program if the student is nominated by the unified admission coordination unit, or the parallel program if nominated by the university, in addition to registration at private universities and university colleges.
The university or college collects the registration fee, which is paid once upon the student's acceptance, without collecting any other fees or registering credit hours during the service period.
After the student completes the service period, a copy of the military service completion certificate issued by the Mobilization and Popular Army/Armed Forces Department in the 'For Whom It May Concern' format must be submitted to the admission and registration unit, which will be equivalent to 12 credit hours for the student, regardless of the subjects they previously studied.
These arrangements apply to all students joining at the beginning of the first semester 2026-2027, in the bachelor's and diploma stages.
