Economic and Social Council and Internal Audit Association Discuss Enhancing Cooperation

Secretary-General of the Economic and Social Council, Natheer Al-Awamleh, emphasized the importance of expanding cooperation with professional associations and civil society institutions, building upon the Council's advisory role in discussing economic, social, and environmental policies, and providing recommendations that support decision-makers.

This came during a meeting he held today, Wednesday, with the President of the Internal Audit Association, Nora Al-Kilani, to discuss areas of cooperation, exchange professional and technical expertise, and explore opportunities for implementing joint studies, training programs, and specialized dialogue sessions.

During the meeting, Al-Awamleh pointed out the importance of leveraging specialized expertise in developing institutional performance and enhancing integration between the public and private sectors and civil society institutions.

The two sides discussed prospects for cooperation to develop governance, institutional control, and risk management practices in the public sector, and to align control practices with international internal auditing standards, thereby supporting administrative and financial modernization tracks, raising institutional efficiency, and enhancing transparency and accountability.

The meeting addressed a number of proposed cooperation axes, most notably utilizing the Association's professional expertise in evaluating governance efficiency in government institutions, enhancing the quality of recommendations contained in the Council's annual report on the economic, social, and environmental conditions, and preparing joint policy papers on the application of international internal auditing standards as a tool to support financial and administrative reform.

The two sides discussed opportunities for cooperation in auditing electronic systems, in light of digital transformation and cybersecurity requirements, and providing advisory and technical support to the Council in formulating recommendations related to reforming government institutions, in line with the requirements of economic and administrative modernization.

The two sides stressed the importance of utilizing the Council's position as a national platform for dialogue and consultation to organize professional meetings bringing together experts, decision-makers, and representatives of various sectors, contributing to the exchange of knowledge, the dissemination of best practices, and the translation of technical expertise into practical and applicable proposals and recommendations.

The axes included organizing awareness workshops and specialized training programs for senior management and public sector employees, addressing the development of internal control units, the implementation of risk-based auditing, distinguishing between internal control and internal audit functions, alongside enhancing institutional capacities in enterprise risk management.

In the context of enhancing the business environment, areas of cooperation included organizing conferences and seminars bringing together representatives of the public and private sectors and relevant entities to highlight the importance of transparency, integrity, governance, and risk management, and their role in improving the investment environment and enhancing investor confidence in the Jordanian economy. They also discussed developing frameworks for auditing the social and environmental impact of government institutions, in accordance with sustainable development goals.

The paper submitted for cooperation included executive proposals encompassing the signing of a memorandum of understanding defining the scope and mechanisms of the partnership, and the formation of a joint committee to monitor the implementation of cooperation axes and prepare an annual action plan, providing an institutional framework to organize and sustain joint work.
