Ministry of Labor spokesperson Mohammad Al-Zyoud stated that the regulation was introduced to curb violations resulting from the proliferation of advertisements for home cleaning services on social media and various media outlets, and to prohibit the provision of home cleaning staff services except through companies licensed by the Ministry of Labor.
He indicated that the companies required to obtain a license from the Ministry of Labor are unlicensed companies that provide home cleaning staff services, as well as any person wishing to establish a company with the purpose of providing home cleaning staff services, noting that every company providing these services must regularize its status in accordance with the provisions of this regulation within a period not exceeding six months from the date of its publication in the Official Gazette.
He explained that companies wishing to obtain a license from the Ministry of Labor are required to submit a license application to the Ministry and provide a bank guarantee of 75,000 dinars to ensure proper performance, which must be renewed annually before its expiration date.
He added that the regulation requires the company licensed for this purpose to provide private accommodation for the workers and a specific uniform for them, and also stipulates that the employment contracts concluded between the licensed company and the worker must be subject to the provisions and conditions contained in the Labor Law and the regulations, instructions, and decisions issued pursuant thereto.
He pointed out that a company licensed under the regulation provides the service of supplying homes with one or more cleaning workers under a service contract, without this including the worker staying overnight at the home. The company is prohibited from recruiting any worker except through a licensed entity in the country with which an agreement or memorandum of understanding has been signed with the government. The company is obligated to qualify and train workers in cleaning tasks and is required to keep copies of the employment contracts it has concluded with the workers and proof of their inclusion in social security. Non-Jordanian workers who are employed or recruited under the profession of home cleaning worker are not permitted to transfer to any other sector under the regulation.
