Clarification regarding the suspension of health insurance by the Health Insurance Association and the Jordan Insurance Federation

The Health Insurance Association and the Jordan Insurance Federation issued a statement regarding the suspension of health insurance for some subscribers. The statement said that, based on inquiries received by both the Jordan Insurance Federation and the Jordan Health Insurance Association from a number of insured persons in the insurance sector and a group of doctors contracted with insurance companies within the medical networks accredited to provide healthcare services to patients of insurance entities and health insurance funds, regarding what was circulated concerning the letter issued by one of the funds affiliated with the Jordan Medical Association, which included a call to stop dealing with a number of insurance companies and medical insurance management companies as of Sunday, 18/10/2026, and the accompanying circulation of the names of the concerned companies in the media.

While the Federation and the Association are keen on their solid professional relationship with the Jordan Medical Association and all components of the medical sector, they emphasize the necessity of dealing with this issue according to legal and regulatory frameworks, in a manner that preserves the rights of all parties, safeguards the reputation of the concerned institutions, and ensures the continuity of medical services for the insured.

First: Regarding the nature of the letter and its regulatory basis

The Federation and the Association emphasize the necessity of distinguishing between the letter issued by one of the funds affiliated with the Medical Association and the decisions issued by the Council of the Jordan Medical Association in its capacity as the competent authority, and not to attribute any action to the Association unless it is issued by it or proven to be approved by the competent authority in due form.

In this context, the Federation and the Association demand a clarification of the regulatory basis upon which the action mentioned in the letter was based, and to verify the fulfillment of the decisions and procedures stipulated in the regulations of this fund, including what the regulations require in terms of recommendations and decisions from the competent authorities, and to state the basis upon which the action was taken against each of the concerned companies.

Second: Regarding the insurance companies and insurance management companies whose names are mentioned in the letter

The Federation and the Association express their regret for the circulation of the names of specific insurance companies and insurance management companies and linking them to the action of stopping dealings, and the potential professional and commercial repercussions that may affect their reputation and interests.

Accordingly, the Federation calls for stopping the circulation of any inaccurate or incomplete information regarding the concerned companies, and correcting what may have been published contrary to the truth, while the companies reserve their right to take appropriate legal measures to protect their interests and reputation.

Third: Regarding the medical tariff and previous understandings

The Federation and the Association affirm their respect for the rights of doctors and their appreciation for their pivotal role in the healthcare system. They also confirm the commitment of the insurance companies that are members of the Federation and the insurance management companies and insurance funds that are members of the Association to the understandings and effective agreements that regulate the relationship with medical service providers.

The Federation and the Association also confirm that the amended medical tariff that was agreed upon was applied only to the members of the Federation and the Association as of 15/6/2025, and the increase rate exceeded 50%, and it was not applied to all other parties paying the medical bill, noting that according to the agreement, it must be applied to all parties paying the medical bill without exception, whether they are insurance companies, funds, institutions, or uninsured patients, in accordance with the relevant understandings and decisions, as the new amendment includes an additional 20% increase on fees, noting that other parties still adopt the previous fees before any amendment. The comprehensiveness and fairness of the application to all parties is considered a fundamental basis for these understandings, and it is not appropriate to burden a specific party with obligations that are not applied to other parties included in them.

At the same time, any dispute related to the application of the medical tariff or financial obligations must be addressed based on the relevant documents, agreements, and legislation, in a way that ensures the clarity of obligations and the fairness of their application, and allows all parties to present their positions and address outstanding issues away from escalatory measures.

Fourth: Regarding the rights of the insured and the continuity of medical care

The Federation and the Association emphasize that the insured and patients should not bear the consequences of disputes between professional and contractual entities, and that maintaining the continuity of providing medical services is a priority that requires the cooperation of all parties and working to avoid any interruption in healthcare, in accordance with the contracts and effective legislation.

The Federation and the Association confirm that their keenness to continue cooperation with the medical sector does not detract from their adherence to the rights of insurance companies, insurance management companies, and insurance funds, members of the Association, and their rejection of any action that is not based on a clear basis or does not meet the necessary regulatory requirements. The Federation and the Association will continue to follow up on the matter and take the necessary measures to protect the interests of member companies, medical insurance management companies, and funds that are members of the Association, while maintaining the stability of the health insurance system, the rights of the insured, and the public interest, in accordance with the contracts and agreements signed between doctors and insurance entities that guarantee the rights of all parties.
