The foreign ministers of the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Turkish Republic, the Kingdom of Saudi Arabia, the State of Qatar, and the Arab Republic of Egypt met in New York on September 21, 2026, on the sidelines of the 81st Session of the United Nations General Assembly.
The ministers express deep concern over the ongoing humanitarian suffering in Gaza and call on Israel to immediately fulfill its obligations under the first phase of the comprehensive plan, including ensuring the immediate, safe, and unimpeded delivery of humanitarian aid and early recovery supplies, and facilitating the rehabilitation of vital infrastructure. They also emphasize the need to adhere to a ceasefire and end all violations.
The ministers affirm that the roadmap is an integral part of the comprehensive plan and provides the framework for moving forward with its second phase, including the restriction of weapons in conjunction with the complete Israeli withdrawal, the deployment of an international stabilization force, the assumption of responsibilities by the National Committee for the Administration of Gaza throughout the Gaza Strip, and the initiation of early recovery and reconstruction operations throughout Gaza. They call on all parties to fulfill their respective commitments in good faith and without delay.
The ministers reiterate their categorical rejection of any measures aimed at expelling the Palestinian people or forcibly displacing them from their homeland, or any attempts to alter the geographic or demographic character of the occupied Palestinian territory.
In this context, they condemn the illegal measures aimed at consolidating Israeli control and annexation, including the acceleration of settlement expansion, land confiscation, the demolition of Palestinian homes, settler violence and terrorism, forced displacement, and call for their immediate reversal. They also express deep concern over measures that undermine the historical and legal status of Islamic and Christian holy sites in Jerusalem.
The ministers welcome the recent measures taken by the United Kingdom, as well as broader national and European efforts, in response to illegal Israeli settlement activity, including measures to halt trade with illegal Israeli settlements, and call for further effective measures to halt settlement expansion and ensure accountability for settler violence.
They also affirm that Gaza must remain an integral part of Palestinian territory and reiterate that the implementation of the comprehensive plan must contribute to the reunification of the West Bank, including East Jerusalem, and the Gaza Strip, and lead to a credible and irreversible path towards the exercise of the Palestinian people's right to self-determination and the realization of a sovereign, viable, and independent Palestinian state, with East Jerusalem as its capital, through the implementation of the two-state solution.
The ministers commend the leadership of US President Donald Trump and affirm the pivotal role of the United States in ensuring the implementation of the comprehensive plan. They call for sustained and effective US engagement to ensure that all parties, including Israel, fulfill their commitments and obligations and overcome the obstacles to the implementation of the roadmap. They emphasize that tangible progress on the ground will enhance the credibility of the Peace Council and the Plan Authority and create much-needed momentum.
The ministers reaffirm their readiness to continue working collectively with the United States, the Peace Council, the Palestinian Authority, and all relevant parties to advance the full implementation of the comprehensive plan and its roadmap, alleviate the suffering of the Palestinian people, fulfill their right to self-determination and the establishment of an independent state, and achieve a just, lasting, and comprehensive peace in the region.
