A report by the 'Human Rights' recommends expanding the protection of women and enhancing their participation

Developing reporting on violence and providing support for survivors

The National Center for Human Rights recommended continuing to implement the National Social Protection Strategy, which enhances social justice, reduces the economic gender gap, protects women from poverty and violence, improves their access to health and educational services, and enhances their integration into development policies. This is according to the recommendations of the twenty-second report on the state of human rights in the Kingdom for 2025, which the Center launched yesterday.

The report called for developing safe and rapid reporting channels for all forms of violence, including digital violence, and providing specialized legal and psychological services for survivors, alongside reviewing national legislation to ensure the criminalization of various forms of electronic violence and enhancing cooperation between concerned authorities to develop protection programs.

Regarding female workers in the agricultural sector, the Center recommended tightening supervision of their workplaces, ensuring compliance with occupational safety and health conditions, and providing first aid and protective supplies, including shoes, masks, and gloves, to ensure their right to physical safety. It also recommended adopting appropriate employment contracts for female agricultural workers that preserve their rights related to working hours, wages, leave, social and health insurance, as well as their rights during pregnancy and breastfeeding hours.

The report emphasized the need to develop a national plan to increase the participation of women in professional and labor unions, and to consider amending the legislation governing unions to allow for the allocation of seats for women in union councils.

The report called for intensifying awareness programs on the contents of the Domestic Violence Protection Law of 2017, providing free counseling and psychological treatment programs for victims of violence in various governorates, and training those about to marry and working to reduce family disintegration and marriage of those under the age of eighteen.

It also recommended continuing to disseminate awareness programs on the contents of the Human Trafficking Prevention Law to include various categories and segments of society.

In the field of social care institutions for women, the report emphasized the need to continue implementing the recommendations in the report regarding improving the conditions of these institutions and enhancing the level of protection and services provided to beneficiaries. It called for preparing an accurate and comprehensive national database of all birth and death cases, and issuing indicators and analyses of the causes of deaths, especially those related to pregnancy and childbirth, to help take preventive and therapeutic measures and improve the quality of health care.

The report showed that 2025 witnessed a number of legislative developments related to women's rights, including the issuance of the law of the Jordanian National Committee for Women's Affairs, the law of the Solidarity Fund to reduce agricultural risks, and the issuance of a number of systems and instructions related to official and flexible working hours and monitoring and response to birth and death cases.

The Center praised the government's response to its recommendation regarding the issuance of systems and instructions governing the work of the Social Development Law of 2024.

The year also witnessed the issuance of strategies aimed at enhancing the protection system and women's rights, most notably the National Social Protection Strategy for the years 2025-2033, and the Strategic Plan of the National Center for Human Rights for the years 2026-2030.

The Center monitored the reality of women's rights in a number of areas, noting a significant progress in their participation in the elections of unions, represented by a woman winning the position of president of the Dental Practitioners' Syndicate, becoming the first woman to hold this position since the establishment of professional unions, while the monitoring showed the continued limited participation of women in the councils of a number of other professional unions.

In the field of social care institutions, the report indicated the response to a number of the Center's recommendations, through improving the physical environment in most institutions, preparing facilities for the disabled, establishing fire alarm devices, implementing programs for beneficiaries, and increasing human resources in most institutions.

The Center recorded the continuation of a number of challenges facing rural and agricultural female workers, despite the legislative developments witnessed during the year, including the issuance of the law of the Solidarity Fund to reduce agricultural risks and amendments to the Agricultural Workers System.

Among the most prominent challenges are limited access to agricultural resources, weak representation in decision-making positions, disparities in education and training opportunities, vulnerability to climate change, and lack of basic services.

The Center also monitored weak compliance with occupational safety and health conditions, and weak implementation of the Agricultural Workers System and its amendments for 2021, especially regarding annual and sick leave, maternity leave, and the inclusion of women in social insurance and compliance with the minimum wage.

The report pointed to weak inspection of agricultural employers and the lack of means of transportation that meet public safety conditions for transporting female workers to and from farms.

During the year, the Center participated with relevant parties in dialogue sessions on emerging human rights issues, including the impact of stray dogs on human rights, and the protection and promotion of human rights in the context of emerging technologies, and these sessions resulted in a set of recommendations that were submitted to the Prime Minister.
