"Municipal Fellowship": A Simulation of the Participatory Role of Neighborhood Committees in the Local Administration Law

The President of the 'We Rise' Center for Sustainable Development, Amer Abu Dlu, announced the launch of the 'Municipal Fellowship' program in cooperation with the municipalities of Irbid Governorate, indicating that the program represents a practical path to enhance the participation of members of the Youth Council 21 – Third Session in local decision-making, and to empower them to identify the developmental needs of young people and translate them into priorities and proposals that support local planning and service development.

Abu Dlu confirmed that the program provides a field experience that simulates the participatory role of neighborhood committees stipulated in the new Local Administration Law, through an integrated methodology that combines participation in municipal council sessions and learning about their mechanisms, and conducting direct dialogues with young people in their local communities, in addition to documenting their needs, analyzing them, and prioritizing them, leading to the formulation of developmental recommendations and proposals based on field data, and presenting them to concerned parties and following up on the response to them.

Abu Dlu added: "As a culmination of this practical path, the Center is working with council members to prepare the 'Guide to Youth Developmental Needs in Irbid Governorate 2026-2027', in preparation for its launch as a reference that documents the needs and aspirations of young people, identifies their priorities according to regions and sectors, and provides practical recommendations to help municipalities, decision-makers, and developmental institutions direct plans, programs, and resources towards these priorities."

The President of the Center concluded his statement by emphasizing that this effort embodies the 'We Rise' Center's approach towards establishing continuous and influential youth participation, in which young people are real partners in identifying issues, proposing solutions, and following up on development outcomes in their local communities.
