Direction to establish an institutional culture department in the Ministry of Labor

The Minister of Transport and Minister of Labor, Nidal Al-Qatamin, in the presence of the Minister of State for Public Sector Development, Badriya Al-Balbisi, announced the Ministry of Labor's direction to establish an institutional culture department in the ministry, concerned with surveying opinions and improving the behavior of service providers, which will reflect on enhancing the quality of services and facilitating procedures for citizens.

Al-Qatamin's speech came during his and Al-Balbisi's review of the evaluation of institutional culture in the Ministry of Labor, on Sunday, within the framework of the second phase of the institutional culture evaluation project in the public sector, in the presence of the Secretary-General of the Ministry, Abdul Halim Dogan, the Secretary-General of the Public Service and General Administration Authority, Yasser Al-Nsour, the Director of the Public Sector Modernization Program Management and Implementation Unit, May Allian, and a number of directorates managers and the institutional culture evaluation team.

He emphasized the importance of the institutional culture component in modernizing the public sector, due to its active role in facilitating procedures and improving the quality of services provided to citizens, which contributes to raising Jordan's ranking in international indices related to government administration and public services.

Al-Qatamin called on the directors of the directorates to fully cooperate with the evaluation team, composed of various government departments, and to provide them with all facilities to assess the reality of institutional culture in the ministry and highlight the strengths and weaknesses, with the aim of improving and developing the quality of service provided to the citizen.

For her part, Al-Balbisi said that the presence of an institutional culture component in the modernization of the public sector map came due to its importance in improving the quality of services provided to citizens, by turning procedures into daily practices that have an impact within public institutions, starting from the employee and reaching the leadership in any government department.

She pointed out that institutional culture translates one of the outputs of the second executive program for modernizing the public sector, which is to make the citizen the focus of attention, whether as an individual, an institution, or a business environment, explaining that this output is not only related to the service provider, but also includes those who draft legislation and plans, so that they all serve the citizen.

Al-Balbisi emphasized the importance of institutional culture in enhancing internal communication between employees in any department, starting from the importance of the government being integrated, working as a single unit to provide services to citizens, service recipients, and investors, in accordance with the outputs of the modernization of the public sector.

Al-Balbisi reiterated that the methodology on which the institutional culture evaluation project in the public sector is based does not rely on the principle of ranking institutions in terms of preference, but rather aims at improvement and development and shedding light on challenges to correct them, which reflects on performance and the provision of the best services to citizens.

It should be noted that the second phase of the institutional culture project in the public sector is being implemented by the Public Service and General Administration Authority in cooperation with the Public Sector Modernization Program Management and Implementation Unit, and it aims to diagnose the institutional culture and behavior in 24 government departments, in preparation for identifying the gaps between existing practices and the targeted culture, and developing developmental interventions that suit the needs of each institution.
